近几年，香港有不少乱港分子到处乱搞事端，做出危害香港、危害国家的事情。6月是香港“反送中”闹事一年了，去年，乱港分子与一些国外势力相互勾结，在香港搞出暴力事件，很大程度上扰乱了香港安定和平的社会秩序，今年的全国人大会议上有人大代表提出在香港立法，由国家直接管理香港的问题，并在全国人大会议上得以通过。《全国人民代表大会关于建立健全香港特别行政区维护国家安全的法律制度和执行机制的决定（草案）》出台，在国内外引起了强烈反响。记者就此采访了48家集团俱乐部主席斯蒂芬佩里先生。
由于疫情严峻，英国尚未完全解封，安全起见，我们的采访通过云端线上进行。
佩里先生开门见山，掷地有声：这部《港区国安法》已经迟来了23年。我们可以看到，香港立法会在过去一直处于困境，他们不仅没有为香港的年轻人做足够的贡献反而误导了这些年轻人。各国都有自己的国家安全法，中国正在制定相关法律。我希望中国的《港区国安法》有适用于香港特殊情况的部分内容。
佩里先生还提出一项建设性意见：希望全国人大能够提交一份相关背景文件，将他们的提议与世界各地的法律做对比。
说到很长一段时间以来，香港一些人肆意闹事扰乱治安，佩里先生忧心不已：“香港的经济和社会不能再继续受到无休止的破坏，因为这些破坏对香港和香港人民都造成了伤害。最终，将导致香港发展的延误从而被其身后的大湾区赶超，甚至使香港青年丧失了原本属于他们的大好机会。”
对于那些不明就里的国家跟风，佩里先生也表示痛惜：“遗憾的是，有些国家在还没有看到法律的实施效果甚至法律条款之前，就企图左右人民对这部法律的判断，并且制定了针对香港的行动。面对这样的情况，我们都应该小心应对，因为发生在香港街头的暴力事件必须停止。”
对于这部港版国安法，佩里先生充满期待，希望一睹为快：“到目前为止，我还没有看到这部法律的细节内容。如果像其他国家一样，中国的《港版国安法》可以谨慎地使用，那么将有希望在短期内控制住香港的局势。因此这些措施需要偶尔使用，从而适应香港地区的环境。”
The National Security Law has been delayed by 23 years. We can see that Legco has been stuck in the past and not done enough for the young people of Hong Kong and misguided them. All countries have forms of National Security Law and China is now adopting one. I wish it were a National Security Law with a paragraph or more for the special conditions of Hong Kong.
I also wish that the NPC delivered a background paper which showed their proposals compared to what is done around the world.
Hong Kong cannot continue with endless disruptions to their economy and society. It is harming Hong Kong and its people. Eventually the delays will cause Hong Kong to get left behind in the new Greater Bay Area. This is the great opportunity for the future of the young people of Hong Kong.
It is unfortunate that some nations get involved in judging all this and talking about actions against Hong Kong before they have seen the law or its use.
We should all be very careful as there is violence in the streets of Hong Kong and that has to stop.
So far I have not seen much detail about this law. If it is like other countries it will be used sparingly but maybe needed to bring the situation in Hong Kong under control in the short term. These measures have to be used very occasionally. And be suited to the atmosphere of Hong Kong.
