(中華新聞通訊社/中華時報2025年9月22日曼谷訊 記者胡智)2025年9月19日至21日,巴布亞新幾內亞(簡稱“巴新”)駐亞洲貿易專員公署在泰國成功舉辦了伊湖經濟特區(ISEZ)東南亞(泰國)交流活動。這次爲期三天的訪問團不僅成功開啓並深化了巴新與中國和泰國的多邊合作,尤其是在資源、農業和貿易領域,更通過鞏固與中國亞太經濟合作中心(CAPEC)的三邊合作基礎,爲伊湖經濟特區吸引亞洲投資打開了新局面。
此次交流團由巴新駐亞洲榮譽巡視貿易專員袁毅強率領,成員包括巴新駐泰國榮譽貿易代表、前陸軍中將安魯他(Anutat Bunnag)將軍以及伊湖經濟特區總裁彼得·肯·傑馬(Peter Ken Gemar)。
深入會談,深化中巴新泰三方合作
訪問期間,巴新代表團拜訪了中國亞太經濟合作中心(CAPEC)駐泰國代表處。代表處主任魏靜(視頻)、秘書長時磊和北京代表劉添慈出席了會談。雙方就多項重要議題進行了深入交流,並達成共識,壹致同意將加強中巴新在亞太經合組織(APEC)框架下的經濟與投資合作作爲核心議題。會談還探討了項目投融資及國家間融資合作的機會。雙方均表達了建立合作溝通機制的強烈意願,以此推動中、巴新、泰三方在經貿和投資領域的務實合作。巴新方還計劃邀請CAPEC在巴新設立合作代表處。
伊湖經濟特區總裁彼得·肯·傑馬在會上重點介紹了該國家級項目。伊湖經濟特區被定位爲巴布亞液化天然氣(Papua LNG)項目的“工業雙子星”,主要招商引資領域包括:石油石化加工、太陽能光伏電站、人工智能及區塊鏈技術服務,以及農業和旅遊開發。根據巴新的《國內市場義務》(DMO)政策,伊湖特區可接收巴布亞液化天然氣項目總産量的5%,這確保了工業發展的穩定能源供應。
會談結束後,巴新駐亞洲榮譽貿易專員公署與CAPEC駐泰國代表處簽署了合作備忘錄。泰國及亞洲商界代表也列席了會議,包括泰國亞洲商會執行代表施骅、阿聯酋中華工商總會常務副會長余亦農和巴新中國香港總商會代表。他們均表態將積極參與未來的合作。
聚焦農業與貿易,推動雙邊關系
代表團在訪問泰國亞洲商會期間,還與泰王國國會秘書皮提塞·丘馬·亞當(Piutiset Chumma Adam)博士舉行了會晤。雙方聚焦大米與資源貿易,旨在深化雙邊貿易與農業合作。會談深入探討了巴新資源出口泰國、泰國大米出口巴新,以及在巴新開展大米種植合作項目等關鍵議題,雙方表達了強烈的合作意願。
此外,代表團還對巴新駐泰國貿易代表處進行了視察和指導。榮譽貿易代表安魯他前將軍對巴新與泰國的潛在合作機會進行了總結彙報,並提出了未來發展策略的建議。此次視察工作有效地鞏固了巴新與泰國的雙邊貿易關系,並爲代表處未來的工作指明了方向。
此次巴新亞洲貿易專員公署推動伊湖經濟特區交流活動通過高層互動、重點項目推介和三方合作機制的深化,爲巴新與亞洲地區的能源、農業投資和貿易合作開辟了新的篇章。
PNG Asian Trade Commissioner’s Investment Delegation to Thailand Yields Fruitful Results, Deepening China-PNG-Thailand Trilateral Cooperation and Unlocking New Opportunities in Energy and Agriculture

From September 19 to 21, 2025, the Office of the Papua New Guinea (PNG) Asian Trade Commissioner successfully hosted the Southeast Asia (Thailand) Exchange Event for the Ihu Special Economic Zone (ISEZ). The three-day visit not only initiated and deepened PNG’s multilateral cooperation with China and Thailand, particularly in the resource, agriculture, and trade sectors, but also solidified the foundation for trilateral cooperation with the China Asia-Pacific Economic Cooperation Center (CAPEC). This opened up a new chapter for attracting Asian investment into the Ihu Special Economic Zone.
The delegation was led by Mr. Yuan Yi-qiang, PNG’s Honorary Roving Trade Commissioner for Asia, and included Major General Anutat Bunnag (Ret.), the Honorary Trade Representative of PNG to Thailand, and Mr. Peter Ken Gemar, President of the Ihu Special Economic Zone.
In-depth Discussions to Deepen China-PNG-Thailand Trilateral Cooperation
During the visit, the PNG delegation met with representatives from the CAPEC Thailand Office. The meeting was attended by Ms. Wei Jing (via video), Director of the CAPEC Thailand Office, Mr. Shi Lei, Secretary-General, and Mr. Liu Tian-ci, Beijing Representative. Both sides engaged in in-depth discussions on several key topics and reached a consensus to make strengthening economic and investment cooperation between China and PNG under the APEC framework a core priority. The talks also explored opportunities for project financing and inter-country financial cooperation. Both parties expressed a strong desire to establish a cooperative communication mechanism to advance pragmatic cooperation in trade and investment among China, PNG, and Thailand. PNG also plans to invite CAPEC to establish a cooperation office in PNG.
Mr. Peter Ken Gemar, President of ISEZ, gave a key presentation on this national-level project. The Ihu Special Economic Zone is positioned as the “Industrial Twin Star” of the Papua LNG project. Key investment areas highlighted included: oil and petrochemical processing, solar photovoltaic power plants, AI and blockchain technology services, and agricultural and tourism development. In accordance with PNG’s Domestic Market Obligation (DMO) policy, the ISEZ is eligible to receive 5% of the total output from the Papua LNG project, which ensures a stable energy supply for industrial development.
After the meeting, the PNG Asian Trade Commissioner’s Office and the CAPEC Thailand Office signed a Memorandum of Understanding. Representatives from the Thai and Asian business communities also attended the meeting, including Mr. Shi Hua, Executive Representative of the Thai Asia Chamber of Commerce, Mr. Yu Yi-nong, Executive Vice President of the Chinese General Chamber of Commerce in the UAE, and a representative from the PNG-Hong Kong Chamber of Commerce. All expressed their commitment to actively participate in future cooperation.
Focusing on Agriculture and Trade to Boost Bilateral Relations
While in Thailand, the delegation also met with Dr. Piutiset Chumma Adam, Secretary to the Parliament of the Kingdom of Thailand. The focus of the meeting was on rice and resource trade, with the goal of deepening bilateral trade and agricultural cooperation. The discussions covered key issues such as PNG exporting resources to Thailand, Thailand exporting rice to PNG, and collaborative rice cultivation projects in PNG. Both sides expressed a strong willingness to cooperate.
Additionally, the delegation inspected and provided guidance to the PNG Trade Office in Thailand. Honorary Trade Representative, Major General Anutat (Ret.), gave a summary report on potential cooperation opportunities between PNG and Thailand and offered suggestions for future development strategies. This inspection effectively solidified the bilateral trade relationship between PNG and Thailand and provided a clear direction for the office’s future work.
This exchange event, driven by high-level interactions, key project promotions, and the deepening of a trilateral cooperation mechanism, has opened a new chapter for PNG’s energy and agricultural investment and trade cooperation with the Asian region.
